Dow has an exciting opportunity to lead its global Modernizing
Workforce Capability (MWC) program - an enterprise-wide initiative
and key enabler of our People & Culture Strategy. Through the MWC
program, Dow will define a robust enterprise learning strategy,
implement an updated skills framework, and modernize the Dow
employees overall learning experience. This position can be located
at one of our regional hubs - Midland (MI, USA), Houston (TX, USA),
Terneuzen (NLD), Sao Paulo (BRA), or Shanghai (CHN).About YouAs the
MWC Program Leader, you will fuel Dow's dedication to upskilling
and learning. You will be accountable for developing Dow's
corporate skills framework and learning governance approaches, as
well as partnering to implement enabling technology that will bring
the employee experience to life. You will also facilitate the
Global Learning Council, which governs and drives Dow's learning
priorities and programs globally.This role will require engagement
and close partnership with key members of Dow's Digital
Acceleration program, senior leadership and subject matter experts
across various functions and regions to ensure alignment with
enterprise learning and skill needs. The role also requires
exceptional strategic capability and must influence the
organization towards key outcomes, while solving complex and unique
challenges related to the management of Dow's learning and
development approaches. This role will report to the Senior
Director of Talent Development and Workforce Insights.Your
responsibilities include:Provide overall leadership and direction
for the MWC program including being accountable for all short- and
long-term project deliverables:Leading the effort to rationalize
mandatory training courses in Dow's Learning Management System
(Diamond Learning)Institutionalizing Dow's approach to learning
governance, globallyDeveloping a new skills framework that enables
transparency on role-based skillsImplementing new tools and
technologies (e.g., Learning Experience Platform) to improve the
learning experience for all Dow employeesMaintain oversight of
Dow's relationship with our key MWC project partners and
vendorsDirect people leadership of four core project team members
and indirect/influential leadership over entire project
teamCollaborate with various stakeholders and leadership to ensure
program deadlines are met and strategic direction is
understoodServe as an ambassador for change and drive new and
innovative industry leading trends to foster a continuous learning
culture at DowYour knowledge, skills & abilities include:Strong
interpersonal, communication and presentation skills with ability
to manage key stakeholders and influence change at all levels
within the organizationProven success with managing external
vendors and budgetsDemonstrated ability to use analytical thought
processes and tools to identify and drive innovative solutionsAn

training (asset)Required Qualifications:A minimum of a Bachelor's
degree or relevant military experience at a U.S. E6 rank or
Canadian Petty Officer or higherA minimum of 8 years of relevant
work experienceU.S. Applicants: A minimum requirement for this
position is the ability to work legally in the United States. No

processPreferred Qualifications: Master's or higher education in
Human Resources, Learning and Development, or related
fieldExperience designing learning and development strategies
(asset)Experience implementing learning technologies such as LXP,
LMS (asset)Connection with external leading practice
organizationsDemonstrated project leadership experience in a
fast-paced and complex environmentExperience leading large scale
